The UNESCO Institute for Statistics (UIS) has released its September 2025 update to the global education database, offering the most comprehensive statistics to date on a range of education indicators. Drawing on data from over 200 countries and territories, this release consolidates information from national administrative systems, household surveys, learning assessments, and financial records to support evidence-based policymaking and ǿմý Development Goal 4 (SDG 4) monitoring.

What is new in September 2025 data release?

New indicators

The following indicators have been added to this data release:

  • The female share of tertiary graduates from STEM programmes.
  • The female share of teachers qualified according to national standards.
  • The female share of teachers trained according to national standards.
  • The gross outbound mobility ratio for tertiary students.

Expansion of data points

The UIS has added 501,673 national data points to its database for this release. The majority of these are attributed to new indicators added to the database.

Updates to indicator reporting

  • SDG indicator 1.a.2 Proportion of total government spending on essential services (education) has been split into two distinct data series: one produced by the UIS and the other by the IMF. This change reflects the IAEG-SDGs decision to establish joint custodianship and ensures consistency with the reporting framework of the Global SDG Indicators Database.
  • Revision to indicator 4.7.1 on the Extent to which (i) global citizenship education and (ii) education for sustainable development are mainstreamed in (a) national education policies; (b) curricula; (c) teacher education; and (d) student assessment. As endorsed by the UN Statistical Commission, the revised global indicator now incorporates information from the former SDG indicator 4.7.3 “Greening Education”.
  • Reclassification of indicators under SDG Target 4.6 on youth and adult literacy and numeracy. Following the decision of the UN statistical Commission in April 2025, the Youth/adult literacy rate has been elevated to global indicator 4.6.1. The proportion of population in a given age group achieving at least a fixed level in functional a) literacy and b) numeracy skills has been renumbered as thematic indicator 4.6.2.

Improvements to data collection

More countries are reporting and validating data through the UIS dynamic administrative and finance data templates. By September 2025, 66 countries report through this modality, increasing efficiency and reducing the reporting burden for national authorities.    

To improve data validation with national authorities, the UIS has standardized its validation process for Survey Countries by pre-filling MYDTs (multi-year data templates) for all countries that reported to the SFE (Survey of Formal Education).
